Lassen County Supervisors take no action on "Clerk of the Board" position

This issue has been placed on the 1/16/07 Agenda Recommendaton

Before 1996, the Board of Supervisors has included the "Clerk of the Board" position as part of the  duties of the County Clerk . County Ordinance 531 now states that the Board of Supervisors "appoints" this position. The Supervisors traditionally appointed the County Clerk as the Clerk of the Board.

The Lassen Board of Supervisors included a new budget item for the fiscal year 2006/2007 that included $118,320 for the "Clerk of the Board" position. Were they anticipating Theresa Nagel would not be running again? 

Theresa Nagel who has been the "Clerk of the Board" allegedly (?) has never received any additional compensation for these duties. The Lassen County Counsel claims that the "Clerk of the Board" duties are included with her salary.  ????????

Now, why would the Board of Supervisors want to spend $118,320 for a separate position?

Nagel has retired from County Service!

Who appointed Susan Osgood (Deputy County Clerk-Recorder)  "Clerk of the Board FOR A DAY?

The Lassen County Board of Supervisors has the authority to appoint their "Clerk of the Board". Theresa Nagel was appointed to this position by the Lassen County Supervisors while she was County Clerk .

WHERE'S THE GUILT? WHERE'S THE SHAME?

The Lassen County Counsel claims that the "Clerk of the Board" is part of the County Clerk's duties. THAT IS NOT TRUE. The 1996 Ordinance states that this position is within the Board of Supervisors, a separate position, separate pay.

The Nagels have made a living off of threats and abuses. They have a reputation of mean temperedness and vindictiveness

Nagel resigns as Clerk of the Board only to weasel the job back

She allegedly retired  (actually she did not run for re-election, big differenceTheresa Nagel) from her Lassen County Clerk/Recorder/Clerk of the Board job. She got the parties to say "goodbye".....all the while negotiating a "back room deal"f for more than a year (for a cushy $118,320 a year County job). The sad thing....the County is actually considering this "deal".

The Board of Supervisors do not have to coddle to her for their assured re-elections anymore (Nagel counted the votes), so what do they still owe her or........the new County Clerk?

Nagel also asked the Lassen County Board of Supervisors to separate the "Registrar of Voters" position so she could head that part of the COUNTY CLERK'S JOB This County Clerk duty had the largest Budget of $283,417.  The BOS said no!

THIS NEW NAGEL REQUEST IS NO DIFFERENT

THE BEAT GOES ON AND ON:   Theresa Nagel allowed her husband, Fred Nagel, who does not reside within the LMUD boundaries to run for the LMUD Board. Theresa Nagel allowed her son-in-law, Wayne Langston,  to sit on the LMUD Board when she knew he did not live within the LMUD boundaries. Langston has never appeared on any ballot. ABUSE OF POWER, ABUSE OF POWER, ABUSE OF POWER.

 

Lassen County is trying very hard to eliminate the shrouds of doubt on its government decisions.

Great new look to County website

Lassen County revamped their website on November 1, 2006, but Theresa Nagel, County Clerk has decided not to use it County Clerk

A phone call was made to the County Clerk's office because the County Clerk's new County webpage is partially "unlinked"......all of the important "stuff". The public cannot access Supervisors Agendas and Meeting minutes on the new County website?  

Susan Osgood, Deputy Clerk, told the caller (Osgood repeating Nagel's response in the background) that  Nagel was going to have her (County Clerk) website separate from the County's because she wanted it accurate  ACCURATE (?) BUT INACCESSIBLE

NAGEL LEAVES OFFICE IN JANUARY/2007  ???

Theresa Nagel chose not to run for office again after she was named in the Diebold Voter Fraud lawsuit.   Diebold

Nagel however, has asked the Board of Supervisors to hire her as the "Clerk of the Board".  The only problem......this is the COUNTY CLERK'S JOB and Nagel will no longer be County Clerk.

KWH REQUESTS A COPY OF  THE "CLERK OF THE BOARD'S" PAYSTUB

County Clerk, Theresa Nagel failed to respond

The County Clerk's  office has been the best government office in Lassen County to comply with the Public Records Act. But, this time Theresa Nagel refused to respond or comply with this request for public documents. It involved HER.

After many requests and no response from the County Clerk, THREE WEEKS LATER, County Counsel responded and said that Theresa Nagel does not receive a separate check for "Clerk of the Board" because it is part of her duties as Lassen County Clerk.

"Bruce McPherson, California Secretary of State, visited Plumas County early Monday, March 21, 2006. Plumas County Clerk-Recorder Kathy Williams said this was only the second time in her 18 year history at the election office that the county had received such a visit"

Monday was March 20, 2006 not March 21, 2006 

Plumas County is one of the 18 California counties named in the lawsuit.

LASSEN "DIEBOLD" VOTING MACHINES VULNERABLE TO VOTE MANIPULATION & FRAUD  link

Lawsuit filed in San Francisco 

On March 21, 2006 a lawsuit was filed in San Francisco that requests the court to rescind certification of the Diebold optical scan (Accuvote-OS) systems. If the court agrees, these machines will not be allowed to be used in the November 2006 election. 

Critics claim that when the election officials are allowed to "program" their own voting cards, there is an opportunity to program multiple cards. This would allow an election official to switch cards and essentially effect the outcome of the election. 

County Clerk, Theresa Nagel, has never allowed Poll Monitors to observe the election process. Nagel has never allowed Poll Monitors to observe the processing of Absentee Ballots....all allowed under the law............

LASSEN COUNTY BOARD OF SUPERVISORS DISCUSS CREATING AN  ELECTION OFFICER

Restore confidence in Lassen County Elections

The best thing that could happen to Lassen County would be the creation of a "Registrar of Voters". The size of Lassen County has nothing to do with creating or not creating an independent Election Officer. 

The Secretary of State over the years has received "too many" complaints against the County Clerk. 

The County Clerk has abused many of the election codes and has made it impossible for the public to exercise their right to observe the election activities. The Lassen County Clerk has called law enforcement agencies when citizens have tried to simply  observe the election process. Certainly questions about the validity of Lassen County elections have resurfaced year after year.  

If the Board of Supervisors decide to create this position, the County Clerk or anyone from her office should not be considered. This includes Julie Bustamante. 

It seems that the Board of Supervisors wishes to eliminate the questions that always arise......the bias and prejudice that seems to surround the County Clerks office before and during Lassen County Elections.
