County Counsel deliberately allowed the Lassen County Supervisors to violate the Brown Act and the Bagley-Keene Act.  After he allowed a secret vote twice and ignored the verbal complaint by Eileen Spencer (KWH Secretary), County Counsel read the ballot votes and told the Clerk-of-the-Board they were public documents.
