KWH member, Eileen Spencer, handed this out to the LMUD Board at the December 3, 2002 meeting. Frank Cady claimed on November 25, 2002 that LMUD was only required to publish a financial report 90 days after the end of the fiscal year. Frank Cady also stated that he was not aware of KWH before KWH filed a Writ of Mandate on December 16, 2002.
