No, the City of Susanville nor Lassen County did not pay for $25,000 memberships, but the possibility for this type of membership in some municipal organization is probably out there. No fiscally responsible public entity would do this without expecting public criticism. 

In public, Frank Cady pleads with the Board to take the WSPP issue off the December 22, 2004 Agenda,  after pushing hard, behind their backs, to rush this membership thru WSPP. link
